Taking into account the current circumstances and priority expenditures, two directions of budget expenditures were increased. This is the cost of health care and foreign policy activities related to the financing of the Abkhazian Embassy in Syria.

“These two components will be taken for financing today,” Deputy Prime Minister, Finance Minister Vladimir Delba told reporters after the meeting.

The initiative to amend the republican budget is conditioned by the results of its execution. “They undoubtedly inspire us for 8 months of this year. There was prepared a draft law which provides an increase in some current budget expenditures and the adoption of new obligations, taking into account the circumstances that arose during this period. This is a necessary measure that will make it possible to carry out a number of measures to reduce the accounts payable of the budget to various budget recipients. We also cannot but pay attention to the growth rate of income. We very much hope that this trend will continue in the future, ” the head of the Ministry of Finance told reporters.

Positive results of budget execution take place in almost all regional budgets, with the exception of Ochamchira region, where there was a significant loss of income. The fisheries enterprises are the budget-forming enterprises in the region, but this year, due to the unsuccessful fishing season, they could not fulfill the planned targets. According to Minister of Finance, the higher level of the budget needs to intervene in a targeted manner in order to support and stabilize the system.

According to Delba, the discussion of the bill in parliament was constructive. Minister expressed hope that the profile committee and deputies will support the new budget parameters.

“Today it is possible to provide resources for these tasks and not shift them to later budget periods. It is necessary to ensure the repayment of debts and finance expenses while it is possible, including the redistribution of budget funds in order to increase turnover, ” Minister of Finance said.

The bill presented to parliament provides a significant increase in health care costs.

“The costs of the health care system are increasing significantly. This is due to a number of events, including the growth rate of coronavirus cases. 295 million rubles by the end of the year will be directed to healthcare. In total, the health care system will receive over 500 million rubles for program activities this year, ” Delba explained.

Also, the bill provides the costs of increasing the wages of public sector employees, 275 million rubles are provided for these purposes. A total of 50 million rubles are planned to be additionally allocated to the Pension Fund.

A number of changes to the republican budget are of an event nature. “Somewhere this is due to the lack of funds caused by indexation of prices for certain goods, unforeseen expenses during the year, the need to support districts,” Delba explained.

The MPs do not agree with all the positions of the bill and plan to continue discussing it. The finance minister expressed hope for rapprochement of positions on this issue during the discussion and the early adoption of the bill in the final reading.
