CHRISTINA OZGAN: "THE FOREST IS CUTTING DOWN, BUT THERE IS NO EFFECT EITHER FOR THE INDUSTRY OR FOR THE BUDGET"

Sukhum. July 27, 2021. Apsnypress. Deputy Prime Minister, Minister of Economy Christina Ozgan held a meeting with representatives of the State Forestry Administration, the State Committee for Ecology and directors of forestry enterprises. They discussed the current situation in the industry.

According to Vice Prime Minister, there are a number of issues that need to be considered and a common position formed.

As the previous years show, the volume of the logging fund annually approved by the Cabinet of Ministers, is not developed by the forestry enterprises. The volume of exports is declining annually and has almost halved in recent years. The total amount of accounts payable of forestry enterprises to the budget is 89 million rubles, accounts receivable - 21 million rubles. The needs of the domestic market are not satisfied even by 10%.

Deputy Prime Minister cited statistics from 2018 to 2020, during this period 43 thousand cubic meters of wood were harvested, which is significantly less than the indicators of previous periods. Accordingly, there arises the question of the existing plans feasibility.

Ozgan also reminded the participants that the state gave those present the exclusive right to be engaged in this activity. “You are monopolists. You were endowed with this right in order for the state to earn money by rationally using the forest fund. The practice has shown that the state received losses, lost taxes and procurement volume decrease, ” Ozgan said.

Deputy Prime Minister instructed to fix the existing debt, coordinate with the tax authorities a schedule for its repayment and strictly observe the obligations assumed. Ozgan also recalled that the Government annually regulates the volume of reforestation work. She instructed to provide the Ministry of Economy with reports on the reforestation work carried out.

In the near future, Kristina Ozgan intends to check the progress of logging and reforestation work with representatives of forestry enterprises, the committee on ecology and forestry management.

She instructed to determine the forestry, where "there is something to show."

“There shouldn't be an opinion that we cut and pay as we want. Let's take responsibility and document it. It is not a problem to allow the activities. It is necessary to understand whether this makes sense or not, as it is now. The forest is cutting down, but there is no effect either for the industry or for the budget, ” Ozgan said.
