RUSSIAN GOVERNMENT REPRESENTATIVES INSPECT FACILITIES RESTORED IN ABKHAZIA AT THE EXPENSE OF RUSSIAN FINANCIAL ASSISTANCE

Sukhum. April 15, 2021. Apsnypress. The  Russian delegation headed by Deputy Minister of Economic Development of the Russian Federation Sergey Nazarov arrived in Abkhazia on a working visit.

The delegation was met by Deputy Prime Minister, Minister of Economy Christina Ozgan and Chairman of the State Customs Committee of the Republic of Abkhazia Otar Khetsia.

Christina Ozgan, together with Deputy Head of the Federal Customs Service of the Russian Federation Vladimir Ivin and Chairman of the State Customs Committee of the Republic of Abkhazia Otar Khetsia, examined the infrastructure of the Adler checkpoint ”.

In Gagra, the Russian delegation accompanied by Deputy Prime Minister, Minister of Economy Christina Ozgan, Head of the UKS Timur Agrba and Head of the Gagra District Administration Yuri Khagush, inspected facilities that are being restored and repaired with Russian financial assistance within the framework of the Investment Program to promote the socio-economic development of Abkhazia.

In Gagra, the Russian delegation visited the treatment facilities. The construction of this facility was provided by Investment Program for Assistance to the Socio-Economic Development of Abkhazia for 2017 - 2019, and financing for the project was opened in 2017. The total cost of the first stage of work was 582.9 million rubles. These funds were to be used to build a mechanical treatment unit, sedimentation tanks, a sludge disposal system, internal engineering networks, and a transformer substation.

As Minister of Economy Christina Ozgan has repeatedly stated, there are many questions to the project. At the initiative of the UKS, the estimated cost of work is being recalculated to the current price level, after which there will be made a decision on further implementation of the project. At this stage, the work has been suspended, only part of the project has been implemented. The treatment facilities under the project will treat sewage from the cities of Gagra and Pitsunda and will be able to process up to 20 thousand cubic meters of water per day.

The Russian delegation also visited the sewage pumping station No. 4 (SPS) in Gagra. This is the junction and the most powerful station in the town, which collects all town waste, then they will have to enter the treatment plant via the main line. The station itself was also repaired at the expense of the Investment Program. Now, according to the project, it is necessary to lay a main pipeline to the treatment plant with a length of 11 km. Its cost is about 240 million rubles. It is also necessary to build a pressure header at the SPS, but the contract has not yet been concluded due to the lack of the necessary funding.

After that, the delegation went to the substation "Bzyb" with a capacity of 220 kV. Reconstruction of the substation is provided by Investment Program and is being implemented within the framework of the “Program for the Prospective Development of the Electric Power Industry of Abkhazia”. The work in several stages will increase the capacity of the substation. A new 125 MW transformer has already been installed to replace the old 63 MW transformer. Its cost is 145 million rubles. Another similar transformer will be delivered to the substation in the near future.

The total cost of work is 543.9 million rubles.

In addition, the delegation visited a hotel owned by Totus LLC. Its construction was carried out within the framework of the concessional lending program. The loan amount was 229.7 million rubles. The construction of the facility was not completed within the stated time frame, and the project was included in the State Register of Preferential Projects. Now the construction of the hotel has been completed as a whole, with the exception of partial interior decoration and furniture arrangement. The Investment Program allocated 23 million rubles for the construction of water supply and sewerage communications, as well as the installation of a transformer and the repair of power lines to provide the facility with the required amount of electricity. The modern hotel is a seven-storey building with 78 rooms.

At the end of the trip to Gagra, Deputy Prime Minister, Minister of Economy Christina Ozgan noted that there are many issues for discussion with colleagues.

“We have many questions, including on energy, Investment Program, harmonization of the legislations of Abkhazia and Russia, as well as the process of implementing projects on concessional lending completion,” Ozgan said. She also said that the results of the working trip will be summed up tomorrow at a meeting in the government.
