Vladimir Delba noted that the coronavirus pandemic has affected all spheres of the country's life, including budget execution.

“The actual parameters of the budget changed significantly from quarter to quarter. In April 2020, it was announced about a possible loss of about 2 billion rubles from state revenues. President made a special decision on measures to stabilize the budget system, the government was instructed to prioritize budget expenditures and take effective measures to increase the efficiency of revenue administration. Taking everything into account, this budget began to be executed in accordance with the priority areas of spending budget funds. As a result, the forecasted loss of income in the amount of 2 billion rubles decreased by 1 billion 300 million rubles. In total, the implementation of the country's budget for 2020 in terms of revenues amounted to 9 billion 300 million rubles, or 93% of the projected value, " Delba said.

134 million rubles were allocated to repay the debt on the railway export loan.

1.1 billion rubles were allocated to the health care system.

The priority expenditure items included the costs of protecting the population from coronavirus infection, 250 million rubles were allocated for these purposes, including 56 million rubles - for additional payments to health care workers, 176 million rubles for the purchase of medical equipment, medicines, including President's instructions to increase the bed capacity.

Despite all the difficulties, it was possible to implement certain events in the field of culture for a total of 6.2 million rubles and in the field of physical education - 17 million rubles.

Interbudgetary transfers in 2020 amounted to 982 million rubles. “These are unprecedented amounts of funds, which made it possible to timely and in full ensure all socially significant obligations in the regions of the country. Large-scale transfers made it possible to lead to such indicators of budget execution in a number of regions as 111% in Tkuarchal and 112% in Sukhum.

Delba also said that “the increase in wages and indexation of their sizes within the framework of the Russian-Abkhaz agreement on the co-financing of public sector salaries will also take place in 2021-2022. The salaries of employees of the internal affairs bodies were also increased in 2020.

In total, the country's budget received less than 739 million rubles of its own revenues, most of which are tax revenues, including VAT - 250 million rubles.

According to Delba, financial assistance from the Russian Federation in 2020 was projected at 4 billion 500 million rubles, which were received in full and on time.

"A feature of the 2020 budget was the measures for the large-scale use of the Investment Program, which amounted to 1 million 450 million rubles. 59 events of the Investment Program were taken for financing. In my opinion, this is a fairly high level of funds disbursement," said Vladimir Delba.
